HMP, CLF Targets Pennsylvania with heavy ad bookings


Showing Pennsylvania’s importance in the 2026 congressional elections, the House Majority PAC and Congressional Leadership Fund contributed millions of dollars to four major Keystone State races in the fall.

House Majority PAC (HMP), a super PAC focused exclusively on electing House Democrats, is committing $272 million to pre-booking TV and digital programming for the 2026 election cycle across 68 media markets, the largest early investment in the organization’s history.

The Congressional Leadership Fund (CLF), a super PAC aiming to win a Republican majority in the House of Representatives, has committed $153.1 million to 38 markets in the first wave of fall reservations for the 2026 election cycle. This is the largest allocation in CLF history.

In Pennsylvania, HMP has committed more than $20 million to significant purchases in Philadelphia, Wilkes-Barre, Allentown and Harrisburg. In the previous election cycle (2024), HMP raised objections totaling just north of $14 million.

“HMP’s historic TV and digital advertising bookings show Democrats are decisively attacking ahead of November,” said HMP President Mike Smith. “As Democrats expand the map across the country, House Republicans are losing ground because they have failed to cut costs, raised health care costs and dragged us into another expensive and unpopular foreign war. Democrats will retake the House in November and elect Hakeem Jeffries as the next Speaker.”

CLF is targeting $13.5 million towards Commonwealth markets including:

  • $2.9 million in Harrisburg
  • $7.6 million in Philadelphia
  • $3 million in Wilkes-Barre

“Our record fundraising gives us the strength we need to make the first significant investment to protect our majority in the House of Representatives,” said CLF President Chris Winkelman. “This initial reserve reflects the reality that this cycle will once again be played out on a narrow map. Republicans hold ground and Democrats have an uphill task ahead of our strong, battle-tested incumbents. This reserve shows that we are committed to defending ourselves while aggressively supporting our candidates on offense.”

The “Big Four” races in America’s swing state include the 1st, 7th, 8th and 10th Congressional Districts – all currently held by Republicans. Democrats hope that flipping the quartet of contested seats will allow the party to regain majority control of the U.S. House of Representatives.
