HARRISBURG, PA – April 21, 2026 − Today, members of the Pennsylvania Senate Democratic Caucus were joined by Lieutenant Governor Austin Davis to hold a press conference in the Capitol Rotunda to launch the Affordability Action Plan, which discusses legislation and budget items to support working families in the face of President Trump’s affordability crisis.
During the press conference, Senate Democrats highlighted elements of Governor Shapiro’s budget proposal presented on February 3, as well as a number of bills that would reduce costs and augment economic opportunities for Pennsylvanians. Members spoke on key areas impacting families’ wallets, including housing, wages, health care, food assistance, transportation and child care.
“Our message today is clear: Senate Democrats stand ready to pass commonsense, bipartisan legislation that puts money back into Pennsylvania families,” said Senator Costa. “As we launch our Affordability Action Plan, Senate Democrats are leading the way in delivering meaningful solutions to the affordability crisis facing working families. I look forward to continuing this fight to lower costs and raise wages, and I urge everyone to join us.”
“Pennsylvania’s economy is growing and we are creating more jobs, but Governor Shapiro and I are doing this despite what is happening in Washington,” said Lieutenant Governor Austin Davis. “We see working families, seniors and small businesses struggling under the weight of rising costs. That’s why the Shapiro-Davis Administration is putting more money into your pockets. Last year we provided more than $450 million in tax relief for seniors and working families, and there’s even more this year. We couldn’t do it without the partnership and support of Senate Democrats. But there’s so much more we need to do – to help those Pennsylvanians who need it most.”

- Raising the minimum wage to $15 an hour by 2029 HB 2189 & SB 19
- Expanding the child care tax credit
- Universal free school breakfasts and lunches, SB180
- Protecting and expanding access to health care, SB322

- “Get Roots in PA” Pilot Program SB753

“Wages are critical to affordability. With rising costs and the minimum wage still stuck at $7.25, too many full-time workers are struggling to get by. The House passed legislation to give us a $15 minimum wage, and now the Senate must act. Pennsylvania workers can’t wait any longer.”
