Lawmakers and advocates are calling for legislation to protect home-grown communities

HARRISBURG, PA – June 9, 2026 – Pennsylvania lawmakers today joined supporters and rallied homeowners to show support for legislation that would protect homeowners from skyrocketing land rent increases.

Across the country, manufactured housing communities are increasingly being purchased by private equity firms, hedge funds and multistate corporations, which then raise interest rates dramatically. Manufactured home owners own their homes but not the land beneath them, and moving a manufactured home is often steep and tough.

As a result, homeowners living in communities purchased by private equity firms have little recourse when rates skyrocket. Many manufactured home owners are seniors, veterans and disabled people who rely on fixed incomes and are increasingly at risk of having their homes appraised.

Legislation has been introduced in the Pennsylvania General Assembly that significantly strengthens protections for residents of artificial home communities. The proposed regulations include requiring 180 days’ notice of any rent and fee increases, limiting annual increases based on the Consumer Price Index (with reasonable exceptions and ephemeral surcharges for capital improvements), and giving residents and residents’ associations a 90-day right of first refusal when parks are put up for sale.

HB1250introduced by Republican Liz Hanbidge (D-Montgomery), was passed by the Pennsylvania House of Representatives on June 10, 2025, by a vote of 144 to 59. The Senate Committee on Urban Affairs and Housing adopted SB746introduced by Senator Judy Schwank (D-Berks), which gives residents of manufactured homes the right of first refusal, unanimously on June 8, 2026.

Governor Josh Shapiro he turned to the Sejm earlier this year, he passed laws to protect manufactured home owners and included these reforms in his 2026-2027 budget proposal. Participants in Tuesday’s press conference expressed the urgent need to adopt the legislation before the end of the current session.

“The clock is ticking and further delays are not an option,” Schwank said. “These are commonsense reforms that will protect hardworking Pennsylvanians and help keep them in their homes. It is critical that we stand with these homeowners and pass this legislation before the end of the session so we don’t have to start the entire process over again in 2027.”

“It was an honor to support residents of artificial home communities today in the fight to protect themselves from out-of-state bad actors,” he said Senate Democratic Leader Jay Costa. “I look forward to supporting the legislation proposed by Senator Schwank to empower the Pennsylvanians who call these communities home. Let’s do it.”

“Prefabricated homes are one of the last paths to affordable home ownership in Pennsylvania,” Hanbidge said. “HB 1250 provides reasonable protection against excessive and unjustified rent increases. It ensures fairness, predictability and stability while enabling community landlords to operate effectively. That’s why Democrats and Republicans in the House came together to pass it. Because housing affordability should never be a partisan issue.”
