Collett’s paid leave bill is being considered by a Senate committee

The Family Care Act would establish a statewide paid family and medical leave program for working Pennsylvanians.

Harrisburg, Pennsylvania – Today, Senator Maria Collett (D-12 Montgomery, Caucus Chair) Family Care Act, SB906 passed the Senate Labor and Industry Committee by a 9-2 majority. The bipartisan legislation, introduced with Sen. Devlin Robinson (R-37), would establish a statewide paid family and medical leave program.

“SB 906 states that work and family should not be in constant conflict. It says that working Pennsylvanians deserve protection so they can care for the people they love without losing everything.” Collett said. “Today’s vote brings us one step closer to final passage of what many across Pennsylvania say is the most impactful legislation for working families in a generation. And completing this work is something we can all be proud of. We can provide real relief and real help to our small businesses, the backbone of our economy.”

This legislation would establish a state paid leave program administered by the Department of Labor and Industry. Eligible employees can exploit the fund for up to 20 weeks of paid leave per year for:

  • The birth, adoption or placement of a up-to-date child into foster care
  • Personal stern health condition
  • Caring for a family member with a stern health condition
  • Military deployment or related family needs
  • Support for a family member who is a victim of violence

Today’s vote takes place after Monday press conference on Capitol Hillwhere Collett, House leaders and members of the Senate Democratic Caucus called on the Senate majority to take action on paid family leave.

SB 906 must advance through the Senate Appropriations Committee and a vote in the Senate before passing through the Pennsylvania House to reach Governor Shapiro’s desk. House of Representatives version of the bill, HB200passed the House in March 2026 and currently serves on the Senate Labor and Industry Committee.

If signed into law, Pennsylvania will join fourteen other states in offering paid family and medical leave to eligible workers.
