Harrisburg, but… October 8, 2025 − Today, Senator Jay Costa, Senate Democratic Leader, and Senator Vincent Hughes, Chairman of the Senate Democratic Appropriations Committee, released the following statement after the Pennsylvania House of Representatives passed the budget for the second time 25-26.
“Once again, Senate Democrats are ready to pass the budget with a vote and stop the budget gridlock that is causing real harm to counties, schools, health and safety programs, and many other institutions that depend on state funding.
“The House today passed a budget that represents compromise and responsible spending. Senate Democrats are ready to do just that.
“And while the House was in session passing the budget, for the second time Senate Republican leaders decided to send members home. We could have passed the budget today if Senate Republicans hadn’t so carelessly stood in the way.”
“Instead of reaching an agreement on a budget, Senate Republicans spent three days playing gubernatorial politics on behalf of the state treasurer. Senate Republicans have repeatedly demonstrated that they are not serious about passing a budget. They are more interested in playing political games, regardless of the people and organizations they hurt along the way.”
“They continue to point fingers, but the state House passed the budget today and Senate Democrats are ready to vote to end this unnecessary gridlock. What have they done? It’s long past time to put the people first.”
