
As transit agencies throughout the community, they expose themselves to destructive financing shortages, a package of accounts proposed by legislators creates additional income streams to prevent cuts of services and wandering, providing funds for assistance to regional transit agencies to satisfy the needs of their community.
Harrisburg, but – April 29, 2025 – Senator of State Nikil Saval (D – Philadelphia) and Senator of State Lindsey M. Williams (D – Allegheny) announced a transit for all PA financial packages, a package of legislative proposals to facilitate fully finance transit agencies throughout Pennsylia.
Public transit operates in every unit in the Commonwealth, serving over a million people every day. Despite the clear necessity of public transport, the General Assembly of Pennsylvania did not enhance the allocation of financing, even when operating costs increased rapidly. As a result, PA transit agencies are in the face of catastrophic financial cliffs.
“Mobility is of key importance for the social and economic prosperity of the community as well as for the health and vitality of the region,” said Salanator Saval, who is a democratic chairman of the Senate of the Urban Commission and Mieszkinnie and the chairman of the Senate delegation of Philadelphia. “The constant neglect of public regulations by our legislator led us to the edge of the disaster and we must examine every available option to fill in the current gaps in financing. Transit for all PA financing packages will create sustainable investments in our transit system, strengthening transit agencies to meet the challenges that are currently standing.
“Over the past few weeks I have heard from hundreds of voters, community members and business leaders about what public transit means for them and how destructive cuts would be proposed,” said Senator Williams, who sits at the Regional Transit Council in Pittsburgh. “It’s about something more than getting from point A to point B – it’s about connecting people and community and strengthening the position of everyone, regardless of age or skills to get to the place where they want to go. I’m proud that I can join my colleagues in introducing transit for all regulations, which is a significant, stable investment in public transport in the state, giving our systems – and people – we all serve – Thrive.
Pennsylvania spends the least per capita on the transit of any state in the northeast with a gigantic transit system. All transit funds constitute only 13% of the entire budget of the Pennsylvania Transport Department. Transport for all PA financing packages is based on the proposal presented by Governor Josh Shapiro in order to enhance the allocation of existing sales tax.
Suggestions in the package include:
- Driving component, which will set a 6% excise duties for transport companies (TNC), such as Uber and Lyft. All influence will be allocated to the Public Transport Fund. When the Act 164 authorized TNC in 2016, their trace was much smaller than today and the excise duty fee was not established except for a minimal 1.4% fee in Philadelphia. Since then, TNC has expanded and difficult to operate the resources of the community of nations, while conducting significant activities facilitated by the transit system in Pennsylvania.
- A vehicle rental component that will cause nominal increases in the car rental fee. The car rental fee in Pennsylvania was set at USD 2 per day in 1991 and remains one of the lowest in the country. These provisions would enhance the car rental fee to USD 6.50 per day.
- A leased element of the vehicle, which similarly will cause nominal increases for car leasing tax. 3% of the car lease fee in Pennsylvania was set in 1994. This legislation would enhance the car lease fee to 5%.
Together, it is expected that the components of this package will bring hundreds of millions of dollars, sufficient to fully close the current gaps in financing, prevent cuts of services and tariff increases, and enabling transit agencies to restore and expand services without exhausting reserves.
Financing package proposals are based on the work undertaken by transit for all PA !, State coalition of transit riders, transit employees and organizations supporting transit organizations and companies dealing with state economy.

Transit Forward Philadelphia, a member of Transit for All Pa!, Is dedicated to being on the available, inexpensive and reliable public transport in the southeast and through the community of nations.
“Having solid and diverse financing of public transport will allow the SEPTA system and other maintenance of services for the most sensitive populations that cannot move in passenger vehicles or a common driving service,” said Nicole Brunet from Transit Forward Philadelphia. “This legislation will allow communities to build for the future and revive the transit system that supports everyone.”
