
The Center for Effective Law Creating (goal) at the University of Virginia and Vanderbilt University appointed Congressmen Brendan F. Boyle (D -02) The most effective member of the Pennsylvania delegation at the 118th Congress.

They discovered that – whether in a minority or majority party, and regardless of ideology – the legislators were able to find ways to transfer their initiatives, despite deep political and procedural interference in 2023 and 2024 and despite the widespread perception of the network in the capital of the nation.
Boyle, the best democrat in a powerful budget committee, plays a key role in shaping the nation’s economic priorities, using this position to protect critical programs and providing real investments for Pennsylvania families.
