Governor Josh Shapiro ends his second year as Pennsylvania’s CEO with a solid approval rating and a novel national profile that has him at the top of many forecasters’ lists for the 2028 Democratic presidential candidates.

This year, Shapiro became one of the key surrogates of the Pennsylvania Democratic Party and was briefly a potential vice presidential candidate.

Fewer bills were passed in Harrisburg this session than any other in the past decade, and much of Shapiro’s agenda remains aspirational — in part because of a divided Legislature.

Shapiro flexes federal funding for SEPTA
