Senate Democratic Caucus Files Amicus Brief Supporting City of Philadelphia to Preserve Black History on Display at President’s House

HARRISBURG, PA – April 27, 2026 − The Pennsylvania Senate Democratic Caucus today filed an amicus brief in support of the City of Philadelphia in calling on the Third Circuit Court of Appeals to require the National Park Service to fully restore and preserve exhibits commemorating the lives of enslaved people on the grounds of the President’s House.

In February, U.S. District Judge Cynthia M. Rufe ordered the National Park Service to completely restore and preserve slavery exhibits while the underlying lawsuit worked its way through the court system. The National Park Service appealed the order to the Third Circuit.

The report focuses on the irreparable harm that may be suffered if the Third Circuit fails to uphold the District Court’s preliminary injunction in its entirety.

It is our responsibility as patriotic Americans to face our past, not shy away from it, and embrace the story of America’s history that highlights the struggles of the countless communities who have fought for joining in our commitment to life, liberty and the pursuit of happiness. We look forward to continuing our work to defend our history because the truth is on our side.”
