Budget passes: Senator Marty Flynn celebrates passage of historic budget with major investments in education and support for working families

Harrisburg, PennsylvaniaNovember 12, 2025 − Senator Marty Flynn applauds the General Assembly’s passage of Pennsylvania’s 2025-2026 budget, emphasizing that it keeps taxes low and provides relief to working families while strengthening education, child care and food security programs. The budget fulfills Democrats’ promise of no tax increases and provides tax cuts for nearly one million Pennsylvanians under the fresh Pennsylvania Workers’ Tax Credit.

“This budget meets the needs of the people of the 22nd Senatorial District. By prioritizing education and economic growth, without increasing taxes, we are laying the foundation for a brighter, more prosperous northeastern Pennsylvania,” said Senator Marty Flynn. “I’m proud to have worked with my colleagues across the aisle to make this happen, and I look forward to seeing these investments translate into real progress in our region.”

The most crucial elements of the budget for 2025–2026

Tax policy

  • No tax increases. The plan continues Democrats’ pledge to keep interest rates low.
  • Creates a “Pennsylvania Workers’ Tax Credit.” This fresh credit will reduce taxes for nearly one million working Pennsylvanians. On the 22ndII In the senatorial district alone, more than 28,000 households, representing nearly 42% of households in our community, are projected to be eligible for the Pennsylvania Work Tax Credit.

Education financing

  • $526 million to meet the Commonwealth Court’s mandate for adequate and constitutional school funding (Adequacy & Equity, Year Two).
  • $175 million in savings for districts with cyber charter funding reform.
  • A $40 million enhance for special education.
  • $125 million for school facility improvements.
  • $100 million for school safety and student mental health initiatives.
  • $30 million in scholarships for student teachers to strengthen the teaching workforce.

Child care and basic needs

  • $25 million to retain and recruit child care workers to stabilize programs and enhance access.
  • An $11 million enhance for the state food purchasing program and farmers market coupons so food banks and pantries can meet growing demand.

“At the end of the day, this budget is about people and gives every Pennsylvania family, student and community the tools to thrive. It’s proof that by working together, we can achieve real results that move our commonwealth forward,” Flynn said. This plan invests in child care, strengthens food assistance programs and helps families cope with rising costs. This is a responsible budget that reflects real priorities and focuses on education, opportunity and stability for working people.”
