Senator Tim Kearney to introduce legislation on the safety of scooters after the tragedy in Delaware

Delaware County, PA-22 July 2025-Senator Tim Kearney (D-D-Delaware)He announced plans to introduce ABBA law, provisions regarding the creation of security provisions for electric scooters. This legislation is honored by Abigail Gillon, a 12-year-old girl who tragically adopted an e-scooter in Aston after an accident. June 14th Abby and her close friend, 11-year-old Isabella (Bella) Jones, were thrown out of one electric scooter into an oncoming traffic when they entered the road. Both girls were hospitalized, and Abby passed later because of her injuries, destroying her community in Ridley Township and Delaware County. After this tragedy, members of the community and leaders drew attention to the lack of regulations regarding electric scooters.

The riders of some other motorized micromobility devices, such as electronic bikes, are subject to regulations, including age requirements, maximum speeds and others. However, since electrical scooters are not legal in Pennsylvania, there are no specific rules for driving on devices.

To solve this gap in the regulations and prevent further tragedies, Senator Kearney issued a competitive note in which ABBY’s law will be a step forward to raise transport safety.

“As a member of the Senate Transport Committee and a member of the local community, I am involved in the development of thoughtful, future-oriented principles that prioritize electronic security equipment, including age and education requirements for both users and drivers,” said Senator Kearney. “The destructive disaster, which adopted the life of Abby and made her friend a critically wounded emphasize the need for our state recipes to adapt to new technologies, such as e-scooters, which are very popular, but need a handrail to ensure that they are safely integrated as a transport option.”

These are the recipes:

  • Recognize e-scooters as an adjustable micromobility vehicle in the PA vehicle code.
  • Set safety requirements for surgery and helmets on the basis of age.
  • Create a public campaign to make you aware of the riders and parents in the field of secure operation and electronic driving.

It is the regulations that create guidelines so that players and parents understand how to take precautions while driving e-scooter. Abby’s law will create parameters to protect youthful people, while including e-scooter in the community in a responsible way. Senator Kearney hopes that he will prevent future destructive accidents and raising awareness of the dangers of driving e-scabbers without appropriate safety measures.

“I am currently working with the ABBY family and other key parties interested to develop this legislation to ensure that no other family will have to bear this kind of losses.” Kearney said.

In the memory of ABBY this legislation is involved in the security of youthful people and community, because transport continues to develop in Pennsylvania.
